Subsidies are one of the types of budget money that an enterprise receives in payment for its services. The calculation of the amount can only perform social security. We only keep records of already ready amounts.
In Russia, this money transferred to consumers who are obliged to use them to pay for public utility services. In this case, the subsidy passes as a usual payment. Therefore, accounting of subsidies are not required here, and the unloading of data on accruals of subsidies used for calculation or the printing of accrual certificates where the electronic connection not established.
In Ukraine, social security transfers this money to the public utility provider. In this case, a file is transferred containing the amount of subsidy for each consumer for each service or group of services. The program "BAS-Population" accepts this file, spreads out data on consumers, reduces the money to be paid by the subsidy, shows the subsidy in receipts, printouts, certificates, etc.
Ukraine has such a parameter as a mandatory part of the payment, this is when the area of the apartment or consumption of the resource is more than the normative, and then not all the area is subsidized but only normative. From the consumer, it is required that he necessarily pay a share of the cost of the rendered service corresponding to the normative area. Then the subsidy will be provided even further with a constant increase in the debt for the services received. We also take this parameter into account.
