The complexity is due to the multitude of parameters and the complexity of algorithms for calculating benefits. When calculating benefits, the following items taken into account: the rules for granting benefits, the periods of validity benefits, the periods of the provision of services, schedules of movement for beneficiaries, temporary departures, and disconnections. All this is analyzed taking into account the overlapping of various factors affecting the result of the calculation. Multiple readings of charge for the same calendar day are not allowed.
